Odell Planning & Research, Inc. has been involved in the site selection process for most of the schools constructed in the Clovis, Fresno, Central, Sanger and Kings Canyon Unified School Districts during the past 30 years. These include the Buchanan, Reagan, and Clovis North Educational Centers in Clovis Unified; Sunnyside High School and Rutherford B. Gaston Middle School in Fresno Unified; the Koligian Educational Center in Central Unified; Sanger High School in Sanger Unified; as well as over 50 elementary schools, middle schools, and high schools in these and other districts. For a substantial number of these schools, we have coordinated the state site approval process to obtain approval from the California Department of Education (CDE).

We have also prepared site selection studies for the State Center Community College District including Clovis Community College and the planned Madera Community College Center at Oakhurst.

Odell Planning & Research, Inc. has substantial experience preparing enrollment projections for school districts in concert with evaluating city and county growth and development plans and the need for new school facilities. Our firm has prepared enrollment projections and/or facility needs studies for various districts, including the Clovis, Fresno, Kerman, Kings Canyon, and Sanger Unified School Districts. We played an important role in the preparation of school facilities master plans for the Kerman, Kings Canyon, and Sanger Unified School Districts.

School districts are authorized to charge fees on new residential, commercial and industrial development to offset the cost of providing school facilities to students generated by new development. To charge fees, each district must prepare a fee justification study (for Level 1 fees) or a school facilities needs analysis (for Level 2 or 3 fees), based on local factors. Odell Planning & Research, Inc. has prepared fee studies and needs analyses for a substantial number of districts over the past 25 years.

We have for many years assisted school districts with reviewing and responding to development proposals and city and county general and specific plans that would affect the districts. Since our staff has a city planning background, we are skilled in interacting with local planning agencies on planning and development matters that affect our school district clients.
